Vista's Downloads folder not picking up icon

The 'Downloads' user folder is never styled by IconPackager and thus keeps its (bland) default Windows icon, even if the icon package I select has a special icon for it.

The folder is properly registered under HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\{374DE290-123F-4565-9164-39C4925E467B} and functions like it should, but it seems IconPackager can't find it.

Seen on both 32-bit and 64-bit installs of Vista SP1, with the Downloads folder in its original location (%USERPROFILE%\Downloads) and moved through the Windows GUI.
